Regulation of adult consumption of tobacco goes back to the beginning of 
its use by Europeans. The first bans on public smoking in the Colonies were 
back around 1630 in Massachusetts of course. Outright prohibition of 
cigarettes by a dozen or so states was tried in the years before and during 
Prohibition, but the utility of the cigarette for boosting tax revenues 
prevailed over health concerns.
