Tom, to be more specific, the UI was created by the Idaho TERRITORIAL
legislature; its charter was written into the STATE constitution. The UI was
created in 1889, the STATE of Idaho in 1890, and Moscow predates both by
being chartered in 1870. Idaho Territory came into existence in 1863, if I
recollect correctly (or it could be 1860).
    My memory of Idaho civics and history might be a bit rusty, but I
believe that's the correct chronology.
