"As UI president, Hoover generated enthusiasm from faculty, staff, alumni
and friends of the university with his vision for the UI’s future. He has
led the development and implementation of the UI Strategic Plan to guide the
institution in meeting new goals in its missions of teaching, research and
outreach. He also developed a financial plan to support the Strategic Plan
and established the UI Planning and Budget Office.

Other accomplishments include a campaign to enhance the UI’s image,
reorganizations of the university’s advancement division and outreach
programs, and initiation of the UI Scholars Program to provide scholarships
to Idaho’s best and brightest high school students. Hoover has promoted
cooperation with other Idaho higher education institutions to provide
educational programs throughout the state and has stressed partnerships with
Idaho businesses to encourage economic development.

Hoover was instrumental in the creation of the Inland Northwest Research
Alliance, involving seven Inland Northwest universities. The alliance is now
a partner with Bechtel BWXT Idaho, LLC in the management and operation of
the Idaho National Engineering and Environmental Laboratory.

He has been appointed to serve on the Board of Directors of the National
Association of State Universities and Land Grant Colleges, one of the most
significant organizations associated with universities and colleges in the
nation."
