[Vision2020] Stop corporate tax dodging

The newly modified Economy Cycle:

1)  A Republican administration drastically reduces taxes, thusly developing 
and increasing the national deficit.

2)  The Republican administration reduces/eliminates domestic programs in an 
attempt to reduce the ever-increasing deficit.

3)  The Republican administration is voted out of office due to the vast 
national deficit and ineffective domestic programs.

4)  The newly voted-in Democratic administration increases taxes to 
reduce/eliminate the national deficit.

5)  The Democratic administration attempts to "repair" the damage done to 
domestic programs.

6)  A revenue surplus (from taxes) develops.

7)  The increased taxes are not reduced and the Democratic administration is 
voted out.

8)  Return to Step #1.
