That depends on what standards one uses. This is a full scale public works 
project. We feel that the full measure of an Environmental Impact Statement 
would reveal that there is in fact an existing endangered ecosystem or at 
the very least multiple components of one that are significantly valuable 
enough to warrant protection from the activity of a highway placed in the 
location of 10-A.
