The big player in stopping the war short of a drive on Bagdad was Saudi
Arabia.  They have always wanted to be able to pay Iraq off against Iran.
Their oil reserves are of the same magnitude as the Saudi's but the fact
that they are looked upon as unreliable business partners is to the Saudi's
distinct advantage.  Their squabbling has kept the Saudi's the preminent
Islamic power.  As I recall, Jordan and Syria also were very much against a
drive to oust Saddam.
