[RPPTL LandTen] Cable/Internet "utility"?

Does anyone know of any cases holding that internet/cable TV would be
considered a "utility" and covered by 83.67?
I have a multifamily client who has the set up where they buy in bulk and
use a company to connect the tenants and he wants to shut off nonpayers.
I feel like I saw something way back when about this. For some the internet
is also their phone line.
