[RPPTL LandTen] Social Service agencies and rent relief

Many social services agencies require that the landlord provide the tenant
with a Three Day Notice as part of the application process for rent
assistance.
On CARES, a Three Day would be flat out illegal.
According to the EO? Who knows.
Is there a workaround?
It appears that an attorney (we hear from Jacksonville) has been working
with some tenants to bait the property manager on 2 separate covered
properties into giving them a Three Day Notice.
Ideas? Requiring a Three Day is very common with these agencies. No Three
Day and the application is not going to be considered.
