[RPPTL LandTen] Attorneys' fees via Admissions

Holiday greetings to all! This is my first request for info to this list, and I will try to be brief.
I have an attorney fee issue, and we are fast approaching one year from when the Order granting fees was entered. Short story is that client commercial Landlord failed to respond to a lawsuit (many reasons), was defaulted in small claims court, by a represented tenant, for a purported security deposit in the amount of $1600. Attorney then got a $10,000 attorneys’ fee award, based on an unanswered Request for Admissions (attached).
Interested in thoughts and experiences. Is this a thing? (The attorney apparent does this regularly, as he didn’t change the defendant’s name in the Admissions, to my client). No independent attorney affidavit, no assertion of reasonableness, no nothing.
