[RPPTL LandTen] Renters insurance issue

I don't want to go off topic, but along the same theory as the insurance
pass through, what prevents a residential landlord from prorating and
charging tenants for other common area expenses, such as utilities and pest
control.  I believe the pest control question as a pass through to
residential tenants being a topic on the listserve  and if I remember
correctly the general consensus was that it was legal just not a good
idea.
