[RPPTL LandTen] Fair Housing Conundrum

How do you deal with applicants who are foreigners when you can't run a
traditional credit or criminal background check?  

 

If you make an exception and waive this are you not discriminating against
people here legally in the US where you run a check using their SS number?

 

If you can't run a check on someone is it discrimination to deny them?
