I have a question regarding Part III of Chapter 83 (self-storage), and am looking for some guidance, if possible.

 

Scenario:  2 years ago, a new tenant rented a storage unit.  He had a military ID card, so he was noted in his file as military.  He has now gone unpaid for over a year.  Letters sent to his prior address come back with no forwarding address.  No phone number.   Client has neither social security # or birth date, so we cannot verify active service.  Does anyone have a suggestion as to how long client needs to wait?  Of course, client always risks violating the Act, but there must be some period after which the violation is less of a risk.  Problem is that this is very different from an apartment rental scenario – absence tells you nothing as to intent, as it is not unusual at all to leave stuff in storage and not go back for months or even years.

 

Thoughts?
