Harry,
I do a fair amount of third party foreclosure work too and there is nothing prohibiting the investor from renting out the units, as long as the association docs allow rentals. This has actually become quite common - purchase the association foreclosure and rent out the unit as long as possible before the bank finally forecloses. Many communities have rental restrictions though, so that's really the only possibly prohibition on rentals.
And regarding the mobile home evictions, I represent a few parks and do these type of evictions in the Southeastern part of the State (Broward - St. Lucie Counties).
