I occasionally get questions from apartment communities who want to
submeter water/electric or do this all in house using RUBS. (Ratio
Utility Billing)
If you have any experience with working with the PSC, utility law, admin
law and sometimes the rules and regs of municipalities on this please
email me. I have one right now where the units are privately submetered
for water and the apartment community wants to handle all the billing.
The submetering companies are less than honest with their "advice" as
they just want to make the sale.
