[RPPTL LandTen] Non-refundable cleaning deposit in residential tenancy - enforceable?

I would charge it at the inception of the Lease, as an advanced cleaning/admin charge. Keep it separate, but don't make it part of the security deposit, b/c the statute doesn't contemplate that usage.
