Forest Recovery Bill Passes the House with Key Provisions that Promote
Forest Recovery
Washington, DC (May 17, 2006) - The U.S. House of Representatives passed key
legislation today that would promote the prompt recovery of forests after
catastrophes. The Forest Emergency Recovery and Research Act (HR 4200),
better known as FERRA, passed the House today by a bi-partisan vote of 243
yeahs and 182 nays.
The Society of American Foresters (SAF) has been a strong
proponent of this bill which promotes bringing back forests after they have
been hit by catastrophes.
"We are pleased that the House has acted, and now look forward to action in
the Senate" said Michael Goergen, CEO of the SAF.
"The Healthy Forest Restoration Act, passed in 2003, was key
legislation that we also supported," said Goergen. "FERRA is the logical
next step to promote forest recovery after catastrophes - like hurricanes,
ice storms, and wildfires."
Legislators and forest managers are concerned about the current
1 million acre reforestation backlog on national forests. Nationwide more
than 5 million acres are affected by hurricanes, wildfire, insects and
disease, and other catastrophes.
FERRA has strong support from citizens as well as legislators
and forest managers. In a recent Oregon poll of registered voters, conducted
by Davis, Hibbits, and Midghall, Inc., three out of four of those surveyed
favored restoring federal forests after wildfires by removing dead trees and
planting seedlings.
"The key is 'quick recovery'," said Goergen. "It's not only cost
effective to restore forests immediately after a catastrophic event, but it
also makes sense for the environment."
A new study done on the Bitterroot fires in Montana showed a 25%
loss - $1.5 million - in revenue from a one year delay. This is revenue that
would be used to fund the cost of restoration activities such as replanting
and stream stabilization. The study was published in Forest Policy and
Economics (www.elsevier.com).
The Facts of FERRA:
- Quick action can prevent further damage to the resource.
- FERRA does NOT mandate any on-the-ground action. It DOES require
an initial assessment and continues to rely on agencies, involved citizens,
and agency professionals to work together and make a decision.
- FERRA authorizes research with every recovery project. This means
more science to inform the decision-making process.
- FERRA requires public notice and collaboration during project
preparation.
- FERRA allows for pre-decision administrative review, similar to
HFRA.
- FERRA requires agencies to consider post-fire management
recommendations contained in a Community Wildfire Protection Plans.
- FERRA authorizes pre-approved practices subject to independent,
3rd party peer review and public notice and comment procedures. Certain
forest types recover with certain treatments based on science and
experience. These treatments would be approved in advance.
Areas hit by catastrophes can remain barren for generations, grow into brush
fields, or be a haven for invasive weeds. There are countless examples of
