Steve Bull in Orlando represented Wharton Smith for years.  WS does a ton of wastewater plant work.  If you don't get other suggestions, check with Steve.

I have a case brought by an engineer against an owner for the reasonable value of additional engineering services caused by the owner's design changes.
Can anyone identify a professional engineer who (i) focuses on wastewater treatment plant design in Florida (ii) knows amounts commonly charged for WWTP design services (iii) can analyze the plaintiff/engineer's time and billing records and (iv) testify credibly as to the reasonable value of such services?
