What do you mean by "measurement and submission" of claims.
These seem to be too different issues to me, how to value the claim and
how to submit and prosecute the claim.
Most of my work is in Federal Claims and I may be able to assist you.

Can anyone recommend an expert experienced in measurement and submission
of claims for equitable adjustment on federal projects? The case will
likely involve appeal to ASBCA. The matter involves construction of a
sewage treatment plant and related facilities on a Navy base.
