[CLC-Discussion] Expired lease and moratorium on evictions

I agree with Jeffery assessment and add Florida and the counties I have worked in  do not add to the Federal moratorium. Tenants and landlords get confused because they see other jurisdictions in the country place more limitations on evictions and think it is for  everyone. It is like mandatory masks, some jurisdictions  have,  it some don't.

They cannot just say magic words - they must provide a sworn declaration, under oath.
They only qualify based upon income.
Tenants are not automatically covered under the order. To be covered under the order, any tenant, each adult tenant, lessee, or resident of a residential property must provide a Declaration under penalty of perjury to their landlord.

My landlord client has a tenant who refuses to vacate after the lease has expired and has raised the defense to removal or eviction of the moratorium. Does anyone have any advice as to whether the moratorium applies to an expired lease? The answer may seem simple but any advice would be appreciated.
