OK, it’s not as bad as I thought.  An amendment was adopted to reduce the amount to $25,000 and to delay implementation to 1/1/2020.  The State Court Administrator is required to do a study of the impacts of the change and deliver it to the Legislature and Governor by 12/31/17. That gives the legislature next year to fix it if the impact is not workable.  If anything passes it will likely be this version.
