[CLC-Discussion] Looking for an Expert involving Flooding Causation/Liability

Good afternoon.  My client owns a piece of property that was severely flooded after a storm. There are questions surrounding causation (act of God type event vs. one that could have been prevented by proper design/construction).  We are looking for an expert (likely a civil engineer type) who can investigate, consult and potentially testify about liability/causation.

Have spoken to a few civil engineers, but need to find someone who can really help determine causation/liability and testify if needed.

Recommendations would be appreciated!
