[CLC-Discussion] Attorney fees

Florida Statute 57.111 essentially allows fees to be recovered against STATE agencies when they pursue frivolous claims. http://www.leg.state.fl.us/statutes/index.cfm?mode=View%20Statutes&SubMenu=1&App_mode=Display_Statute&Search_String=57.111&URL=0000-0099/0057/Sections/0057.111.html

However, does anyone know of any law that would allow an OWNER to recover fees against a MUNICIPALITY that pursues a baseless code violation (other than the City's ordinances themselves) in the context of an administrative proceeding before a CITY magistrate?
