[CLC-Discussion] Appealing a building permit valuation

I have a client who submitted a municipal building permit application along
with a statement of the cost of construction. The building department
valued the construction significantly higher than my client's valuation,
increasing the cost of the permit.

The municipality in question does not have a process for appealing this
decision in it's code (e.g. by a board of appeals). So what's the best way
to appeal? Circuit Court writ of mandamus?
