We may be on separate issues, Dan; I'm referring to any local licensing requirements, NOT to any code requirements. As to local licensing, if required and not obtained I believe that raises that prospect that the contact is VOID for violation of public policy (having nothing to do with s. 489.128); without a valid contract, there is NO lien.

Why would you conclude that?  If the local code does not bar enforcement of the contract, then the owner would have no standing to enforce the code.

This has always been my understanding and practice. 489.128 has no application unless scope of work falls under the defined scopes of "contractor" under definitions of Ch. 489.  You won't find painting or flooring installation under definition of contractor at 489.
