[CLC-Discussion] Defamation Immunity

There is a general immunity from defamation liability in judicial
proceedings.  Does anyone know of caselaw, where this defamation immunity
extends to defamatory communications about private individuals made to
County Commissioners?  Basically, where a developer wrote a defamatory
letters to County Commissioners improperly accusing a private citizen of
presenting false facts in the developer's attempt to gain project approval.
