Hey Arnold (great cartoon btw), a colleague of mine has the following
question.  Can you assist with posting it on the listserv (or direct to
the right person to have it posted):

 

Has anyone been involved with a bid protest where the issue was the
public body's use of a local preference requirement in the contract such
that a successful bidder was required to subcontract with a certain
percentage of local businesses?  If so, what arguments were made for and
against such a requirement and what legal authority supported these
positions?  If there's a published opinion/order on the protest, please
send me a copy if you have one, or let me know the name and venue of the
case so I can find it.
